The ‘War on Terror’ of course is a palpable made-for-Tee Vee hoax. Too many intelligence agencies with altogether too much money got in one another’s way and, in the classic American phrase, they not only “screwed the pooch” on 11 September, eight years ago, but they also “stepped on their own dicks.” Hence a vicious crime was transmogrified from a police problem into an assault on the English and American constitutions. [Bombs of one sort or another, anarchist, labour union, Irish and Mafia, Nazi, and now mahometan, have been going off in great western cities for going on one hundred and fifty years; I am not here dealing however with our dangerous and willfully stupid historical ignorance, which alas is but another difficulty confronting us — BW] This attack on the rule of law has been conducted by precisely the types of weak character who, excepting the luck of birth, would be a load hysterical islamist suicide bombers and other religious cranks. Hence, this question of the essentially moral incompetence of the British and American intelligence establishments throws into relief the basic problem confronting a North Atlantic free people, and the question is this:
How far we may go as English and American free men and women, heirs of a specific common law tradition, in the direction of fostering top heavy public authority?
Clearly there is in play a hard drive from below (!) for more and more ’employment opportunities’ in this blissful fraudulant realm, of grants and ‘mandated’ funding and ‘free’ money from off of rate payers. However, the question of governance as viewed from the angle of the career demands of participants remains nonetheless — from the viewpoint of citizens, I mean — how ever do we provide decently for the sheltered entertainment and other therapeutic needs of these governmental types of personality among us, their very real emotional hunger to tell others what to do and so forth, whilst protecting the hard won constitutional outer limits on this type of human self indulgence? Now I may say that there is indeed hope for the right answer to this question. The fact that rationalisations such as ‘national emergency’ increasingly are employed ever since especially the late-modern age to justify the exercise of raw power over others is, when one thinks of it, a sign in itself of actual human progress. It means that, however haltingly, human moral progress does happen. These ‘public service’ gentry and politicians — not even excluding the jumpier American Democrats and the NeoCon hysterical and nationalistic old women (of both genders) — are now, and for good and all, not wholly immune to the promptings of conscience in other words. Certainly, neither a Bush nor an Obama are quite maniacs in the same way for example as was a dionysian Julius Caesar or an hysterical Alexander.
Indeed, conscience as we have conceived of it in the West throughout the mediaeval and renascence periods may well be said to not have been the broad property of classical mankind.
Now as new born conscience, born only in the eye blink of the past two thousand years, is still the small needy child of our ordinary human being, so it is up to us to remember what Old Churchill called the ‘moral theme’ in History. Hence we, as free and constitutional conservers of all the great gifts of our forebears of many generations, had ought now to help along our still morally unclear friends and neighbours, these children of a lesser god and ‘the state’, those poor souls who, instead of having a morality at least of some sort, are lumbered with what I have called public or ‘liberallist’, professionalistic, psychologies. It is a bitter and destructive kind of handicap, this loathsome drive and disease of hypercrendetiallism, and it is at last on all fours with nothing but the usual inclinations to animal cruelty and drunkeness. One thing we may do in this real western spiritual emergency is to cut off funding for sinecures and lavish incomes, of course. And we will do it, we will sure do it….
But the other urgent need is to provide an amplitude of volunteer opportunities in the local community, and on the neighbourhood level, so that people with the professionalist character weakness may re-discover thus their share in our common duty for disinterested compassion and real charity toward one another. This is above all a matter of time even more than money freely devoted, and it is not a question of having either wrong power or being paid what our Amerian friends call “big bucks.” Service for its own sake (pace Ayn Rand) is the sine qua non of normal human life and it is but a healthy form of local homeostasis, of course. Simply, the re-localisation of the public business will enable people among themselves to detect for example the eleemosynary machinations of the odd statistical drugs pedlar or police-type to surface in our children’s playgrounds from time to time, and then thwart these miserable people in their disguised predations….
As matters now stand, however, the greater and greater role of government — this relentless fact, alas, is entirely and objectively so regardless of any sincere initial rationales by decent but fuddled individuals — means only that the statistical sociopaths among us find over time ever more opportunities immune from control, to do harm to everyone, our laws and liberty, our ordinary decent Old Atlantic way of life.
