This is Ross E Rowland, a mid-twentieth century stockbroker and creator of America’s Bicentennial Freedom Train, and the godfather of today’s steam excursion industry.
Unlike so many of today’s (ta, da!) postcontemporary money people who take fits whenever they hear some Democrat say “share,” and roll over on their backs, all swelled up and with all four stubby little plutocratic legs poking in the air, Rowland grandly put back something remarkable and beautiful! You can read more about him at this Wikipedia posting:

I was working at Maryland Machine and Foundry in Hagerstown, Maryland when Steve Wickersham came in looking for a machine shop to make parts for the rebuild of 614T at the round house in Hagerstown. Maryland Machine was contracted to do welding on the engine as well as the required modifications to the tender.
